Simple question: if you power WITHOUT rect tube, does it still smoke?
If yes,
If you fully disconnect all your xfmr outputs from wherever they go (filaments etc), and then power, does it still smoke?

No it does not smoke nor get hot without rect tube.

Well, there is your answer: if your transformer does not smoke without rect tube, it is either the tube OR what is after the tube thAt smokes it. Start measuring your load.

Measure Ohms from 84 tube pin 4 (K) to chassis.
