Sounds like you have a short some where. Did you measure the line current? Heaters should be drawing about 150ma. Not sure what you mean by ground lug of 35Z3. I don't believe any of these resistors should be grounded. Do you mean the plate? Have you tested the tubes?

Here is how I wired it. I made sure when I took the old resistor off I kept the wires connected to the lugs together. I have not tested the tubes yet. 

Thoughts ?

That does not look correct. I believe the 35Z3 plate (pin 2) should connect between the two resistors.
