The leakage of electrolytic caps is variable and there must be some leakage to maintain the dielectric. They won't share the voltage equally when connected in series. There are very few cases where small-value paper filter caps aren't best replace with electrolytics of much larger capacitance. Small-value electrolytics are physically too small to be tough.
