Philco transformer identification - W4KEP - 03-10-2015

Can anyone help me identify a Philco transformer with these numbers on it?

It looks like a smallish power transformer but the lead colors aren't standard and the DC measurements don't seem to make sense. The one I have is new and has been in my junk box for many years.
