According to schematic the center contact on this pot should go to ground. But it never did. Did philco goof? this could never work as tone control it Part # 67 Tone control ( Audio base)

Measure the wiper to gnd with an ohm meter. It may have an internal gnd connection. If not gnd it.

Yes, it is usually connected without being soldered.

Yup center is grounded.. Thanks never seen a pot that the center was grounded internal.

Sometimes it is a ring riveted to the middle pin (or soldered) that goes around the shaft so when mounted it provides the grounding.
