40-190 tuner cap and 2 section compensator - Bob - 02-10-2009

Hello
Two questions. is the cap (21A) on top of the tuner an air gap or should there be mica? Using the comp screw, only the first couple of turns makes any difference. When I put my finger on it the volume increases along with static. Also the 2 section compensator 19 and 19A are wired opposite of the schematic. That is, A2 of the broadcast switch, going to 19A according to the top view of chassis, showing the compensator location. A5 of the switch going to 19. Yet if I swap them to match the chassis location view, I am unable to change stations with the tuner knob. Anyone have an idea of why. Is the chassis view wrong, or is one of the compensators bad?
