In a 37-84 bakelite capacitor 7762-EU has a working voltage of 1200, according to Service Bulletin 289, can I use 630 volt capacitors instead?

There are two 7762-EU in the radio, here they are in the schematic, part 20 and 28

Yes, all capacitors save for (28) may be replaced with 600-630 volt units.

For (28), the AC line bypass, you need to use an X1-Y2 safety capacitor, easily available from the usual sources.
