My Sencore LC77 doesn't measure electrolytic capacitor value.
All other measurements for electrolytic capacitors are fine , any one have any ideas

typically capacitance measured by putting a frequency through. So whatever generates that frequency may no longer do it.
Or it could me measured by charging a cap with a current source for a calibrated time and the measuring the change in voltage (not sure if they do it like this). Then your current source might no longer be sourcing current.

if you have the schematic of your Sencore, you could provide the link and those of us who have time will try to look at it.
