That would be #4 and it's used to fine tune the ant stage.

Yes it can. There are 3 trimmers in  front of the tuning cap. These are use to set the dial frequency.  There are 3 more behind the tuning that have access holes though the chassis, don't mess with those they are for neutralization.

If the static is electrical in nature like light switches or arcing from motor brushes it's going to be difficult to get rid of. Having a good ground connection to the chassis will help and will help w/ the hum. And having the bottom cover on too. There is a hum adjustment pot over by the power transformer and 80 tube. Adj it for minimum hum
