could you rotate it a bit so the rest of the text is legible?
This is an electrolytic, teh two blacks are minusses, red/green are plusses, could be maybe two 10uF will do.
somewhere on there it has to be the values for the Green wire and the Red wire.
his OL is what the DMM showed

Does measuring capacitance with your Fluke give anything sensible?
1. measure between two black wires with Ohmmeter, see if they are shorted together or separate. Do not hold the bare mental with both hands - it will distort the reading.
1. Measure each black wire to each colored wire using Capacitance meter. Again, do not use hands. Only touch probes to the wires.

again - what 30? You are measuring on Capacitor, right? What does it say, 30 uF, nF, or? We need units. 30 by itself means nothing, unless you tell me what you are measuring (resistance, capacitance) and what the units are.
PS. Two blacks seems to be the same, two wires provided for convenience, so both caps have common minus.
OK, so 30nF is bad, obviously, it is dry, and 0L means probably total short. Does this 0L, that is black to red, also show short on Ohms?
We need to look at where the cap is situated in the sch, I do not think those are 2V or 6V caps. Looks like 250V or 400V type.
