Did Philco ever make a 42-1008p without the BOL? I just found one on craigslist, but the pics show a changer without the BOL, and it looks original.

It isn't. Lots of BOL changers were replaced with newer, more conventional changers of various makes over the decades.

That's what I thought, Ron. I knew you'd have the answer. Think I'll get it anyway since it's the model I grew up with, and then just find a BOL changer somewhere.
