Probably a bad phono cartridge.

ohhh sorry i ment the record player doesen't even turn. is it a bad coil on the motor or worn out brushes on the motor.

Most phonographs have a brushless AC motor of some sort, usually a bipole motor, more then likely the grease or oil on the motor bearings, the idler wheel, and the platter have dried up and they need to be taken apart, cleaned with varsol, and relubricated, but the power switch can be a problem as well.
