Two of my Philco's exibit the same problem and I'm looking for a little guidance. With the volume control on one of my 46-350's and my 46-420 in the minimum position, the signal still comes through - - - not "booming", but at normal listening level.

I would start with checking the volume control wiring, and of course making sure the control is still good. If one end is supposed to be grounded, then is it? Is there the proper resistance between its outer terminals?
That said, I have had a (very) few sets cross my bench, notably the "89 From H**l" I recently wrote about, that exhibited this same problem; i.e. volume would not turn completely down. In these cases it was not at normal listening level; it was quite low, but definitely noticeable. I never did figure it out - I felt that just getting the oscillator to work properly was enough for that one.
