Philco model 70 tone capacitor - Tubesforme - 08-08-2016

Does anyone know the correct value of the tone capacitor used on the Philco Model 70, before serial #B22,000? The schematic calls out the item as #48. In the parts list all that is listed is Tone control part # 03140.

I know that anything from .01 to .05 would work, but I would like to know the original value, if anyone knows it. I attempted to measure it with my capacitor checker, but it will not settle down and indicate a particular capacity, it varies all over the scale, meaning the capacitor is leaking.

.015 uf is the value of the 03140 tone control.
