Philco 3583 and 4264 restuffing need advice -

I am looking to restuff these metal cans out of an Philco 70.
According to
http://philcorepairbench.com/metalcap.htm
The 4264 is 0.25uf at 2000 V
The 3583 is 0.5 at 1200 V.
How are you getting 0.25uf at a working voltage of 2K in there ?
Looking at film cap sizes / working volts in series/parallel configs, I don't see how it is possible to fit these.
What am I missing ? Is the "test voltage" not the working voltage we need to meet ?

Must be a misprint as both of those caps have less than 200v applied to them. Now days with the modern film caps it's hard to find anything but the 630v ones in the HV range which are fine for this application.
