Dressing Components "Off Base" in Philco 42-350 -

I noticed that in the Critical Wiring Locations notes for the 42-350 say that some wires and a capacitor should be dressed "off base." Can anyone explain what "off base" means?
I am assuming it means not to run the wires or mount the capacitor against the top side of the chassis (bottom side when working on it inverted.)
Of course, before I noticed the critical wiring notes I had already dressed the wires in the most convenient way--against the chassis!
