Does anyone know the max tuning cap value for part#31-2658. I'm trying to use a parts 46-200 to build a transmitter and would like to use the tuning condenser, dial scale and case.

If you use it with the coil (the loop antenna in this case) from the same set, the tuning range will hold for the most part. Philco did not publish min-max values for their tuning gangs, only the max uuf values from the very early 30s sets.
