Help with weston 669

I need help with my 669 meter. I recapped it becausing it was pegging the meter out. Now the neon light comes on (not sure if thats good or bad) and the meter is all over the place. I notice there are alot of adjustments on the back of the machine. I clipped a probe to the grid of the tube and ground, used a 1.5v battery and could make the meter move but its not accurate. None of the scales reduce the movement. The schematic attached is not quite the version machine i have. Any ideas on how to get it to behave.
