I have a 38-12 that I want to restore to playing condition. Is there somewhere I can find a kit or list of caps and resistors or other parts suggested for restoration. The tubes in the unit do light up and the only sound out of the speaker is a pulsing/clicking sound.

Probably would be a good idea to recap first and power up then.
I haven't seen kits for 38-12. I have restored 38-12, 38-15 and 39-6 which are very much the same radio. People sell kits for 70, 90. But maybe whoever sells these might kit up a 38-12. Then again, if this is not the last radio you are planning to restore, maybe it makes sense to stock up on your own.
Some resistors could be ok. See what you need, compile the list and go to Mouser.
Look up eBay for kitters.
Steve Davis does some, ask him.

There is a parts list and schematic and other info at
www.nostalgiaair.org/pagesbymodel/236/M0013236.pdf Capacitors/condensers labeled electrolytic or tubular should be replaced. Resistors out of tolerance should be replaced.

One other thing - Item 30 in the parts list is a bakelite block that has two .01 mfd capacitors in it. Those should also be replaced. If you have never replaced caps in a bakelite block, take a look at Philco Bakelite Block Condenser Data in the Philco Tech Section of the Phorum.
