good source to recone a 16B speaker

I was looking on ebay and someone had put a Philco 16B up for BIN for $80, cabinet looked good, small area of veneer missing but otherwise good condition. All tubes present and tested good but the speaker needs to be re-coned. It is the early version tombstone cabinet, there are a few 16B's did the early version have a shadow meter?

All 16s have the Shadow Meter. See the FAQ page on my site for a long list of Speaker Repair places.
