Can anyone tell me what the resistance of the Transformer windings should be?
I measured about .4 Ohms on the filament windings . I know that the filament are a low reading but this sounds shorted. This is with the filament leads disconnected.. The other windings to the plates of the 5Y4G read approx 200 Ohms, and to the Cathode read .4 ohms. This is also without the tube in socket..
If the transformer is shorted does anyone know where I can get another one?

The filament section on the transformer is often only a few tenths of an ohm so your reading sounds OK.

If you want to check filaments you disconnect transformer, as in parallel the transformer wins and it is, as said before, only few tenths of ohm.
but I think you are OK, as you can check wiring separately without disconnecting, and the tubes should be checked anyway each on its own.

Update: I think the transformer is OK.. Using the dim bulb test I think I misread the results. I put in a 60 watt bulb and it lit dimly. I put in the rectifier tube and it also ( the bulb) lit dimly. Not Bright like a 60 watt bulb would be..
I do have a replacement chassis in the works thanks to Davidff just in case.
So on to Capacitor Replacement ( almost done) . The electrolitics were replaced before I tried the dim bulb test..
