My theory:
A guy who had very little idea of what he was doing had some intermittent problem. Being out of guesses, he installed whatever resistor he had handy in the circuit, and the problem somehow decided not to resurface anymore, or maybe it did but he was lazy to remove it.
There is no rational explanation of it - only metaphysical.
