39-40 pushbutton assembly

Can someone tell me how the pushbuttons on this model are supposed to be secured into the dial bezel and how they function? I have the clips but not sure I have them in right. The buttons are very loose in the bezel and do not attach to the metal rods coming from the chassis (as they do on my 40-180).

Here's how they look from the backside of the bezel:
   

   

It looks like the clips are supposed to pop into the slits on the top of the bezel button shroud?

Here's how I have the clip installed into the button:
   

   

Now the buttons themselves have a horizontal slot in them while the metal rods coming out of the chassis are vertical:

   

It seems to me these should attach to the chassis rods themselves and not just be free floating in the dial bezel?
