Volume regulator replacements by Philco.

Got one from Mark for Philco 118.

Here's something I do not understand.
The part is NOS and is a 350K pot with 75K tap plus the switch.
The pot is marked properly, same way the Philco box it came in, and the box states the values.

Now before putting it in I measured the pit, and it is 260K / 63K tap. 
I called Mark today and he explained that these replacements by Philco are well known for this large tolerance , however the tap to scale ratio of about 1/4 is observed.

My question, (and I don't doubt Mark): how come the tolerance on replacement parts is this large? What could explain that?
