problem with zenith 10S153

Hi again guys,
I have a nice 1937 Zenith 10S153 console that is re-capped etc, that has an issue.
The sound quality at lower volumes is kind of tinny sounding. You have to crank it up to get better sound quality with better bass.
Tone control works fine, but it has crappy sound quality compared to any of my other zeniths.
I have another 1937 zenith 10 tube (same chassis) that plays fine at lower volume.
Have re-checked all tubes, caps, and the cadohm resistor.
I could probably swap speakers and see if that makes a difference.
Any suggestions from the pro's?

When dealing with the sound, the first thing to eliminate is the speaker, so you are right to swap it first.
