In the gallery there are two pics of examples of 21's but they are sporting different tuning knobs. One is showing a small rosette knob and the other an older style (1929-30) "flower pot" knob. I think it's the smaller one. Which one is correct? I'm pretty sure it's the older style knob. 
If so maybe we can get the pic in the Library switch around so the proper one is displayed first.

Gotta scare up a couple of the small knobs (off/on & vol ) for it. They're kinda odd in that Philco didn't use them much.
