Philco model 511

Gentlemen and Radio Techs,

I have model 511 Philco I need the information on the cap block on and I need to know which way the electrolytic caps are layed out. I mean which way the plus and minus ends of the cap block go. And also there is a 13k resistor located in the power section that is not mentioned in the schematic. I am sending a picture of the bottom set.
As you can see if you look at the far right in the power section you will see a resistor that is black and blue and I found out that the Philco pre RMA code of that part is 13k.
Is this a late addtion or what? And how are the BC resistor taps are layed out as well?
If anyone can give some aid on this problem that would be helpful.
