I would suspect that you have a problem in the resistor network that's connected to the B+ center tap winding.  If the pin 5 voltage is wacky, go to those resistors; one of them has gone way high in value.
Did that and they check -20v on both tubes.
I am satisfied now that it has about as good a sound as it gets.
Plenty of volume as well.
Back in the cabinet now and on to the next one.
