The way your set is wired it has the avc line grounded thus rendering it inoperable. As per the diagram pin 4 should be connected to the avc line (pin 6 of the 7C6).
I know that I said that you didn't need the coil around C-403, I've been told that it's a trap block out low frequency signals from getting into the IF. But just for grins wrap about ten turns of small ga magnet wire on the replacement cap and wire it as per the diagram.
