its not connected directly to ground.
the green center tap is tied to the filter cap Negative leads of C101 and then to one side of the r100 candohm.
what voltage would you want to see there?
Hows about i remove V8 rectifier tube,
lift off the transformer green from the terminal strip
measure the green wire to chassis?
