Ok did a little more voltage checks..

RF Tube 24 Pin 2 289 Volts
1ST det 24 Pin 2 292 volts
2nd Det 24 Pin 2 241 Volts

Osc 27 Pin 2 82 Volts

Output 47 Pin 2 278 Volts

B+ 294 Volts

All voltages Reference to B- Not Ground

115Volts AC at .720 Amps 82 Watts

Question the OSC tube only has 82 volts on it Is that normal? I see there is a 13K resistor to B+ so I assume 82 volts is correct..
