Both caps - ends are already connected to B-.

They are also brand new.

So forgive my ignorance but if you are suggesting that I reroute (or replace) one of the 20mfd electrolytics which one would I do that to?

The one connected to pin 4 of the 35Z5 or pin 8 of the 35Z5?
