Hey Murf, if this is the correct schematic for you radio.

It looks like C3B red wire from cap goes to a 2000 ohm resistor R36 that is connected btwn. pin 4 of the 6SA7 and pin 6 of 6SK7 RF tube.
Yes you can go up in voltage on the cap.
