Yes - the shadowmeter housing is present, but its guts have been removed. Most likely, it failed at some point and instead of replacing it, someone removed the shadowmeter "guts" and rewired things inside the radio so that the shadowmeter would be bypassed, allowing the radio to function without it. It would not have left the factory like that.

Any Philco shadowmeter made from 1932 to 1935 should work. Some 1936 shadowmeters have different resistances and may, or may not, work properly. And 1937-38 shadowmeters are constructed completely different, with a different mounting technique, so these will not work for you.
