Thanks for all of the input. I finally received my isolation transformer. I also was able to fix my signal generator. One of its output transistors was bad. I did the tone test again this time using the isolation transformer. The tone made it out to the speaker when applied after the the 35L6GT output tube, but not when applied to the input side of the output tube.
I checked the voltages at all the tube pins (all tubes). I noticed the pin 5 of the 35L6GT was supposed to be 0 volts but measured 80v. Long story short, blockhead me attached one lead of the c22 capacitor to the center lug of 35L6GT instead of pin 5. I fixed that and Shazam everything started working. Radio stations came through, I applied a tone signal to the phono input terminals and the tone came out clearly.
Since then, I found that the phono cartridge was dead. I rebuilt it using a piezo disc. It seems to work OK. Now the last remains issue is a pretty loud hum in phono mode when I touch any metal part of the turntable or tone arm. Obviously some sort of ground issue. It's also a bit scary because if I touch it with like the back of my finger I feel a tingle. So I have to figure out what is happening there
