Start increasing the FC resistance (meaning, putting extra resistors in series with it), and at the same time decreasing the 2.2K resistor.
You need bring the 197V to 170V, while trying to keep 70V at the same level.
(Also we should account for you measuring the voltages with today's DMM, which will likely return higher values. But first let's do the first part. )
