Philco 16B restoration

I don’t know how to rewire it so that it’s not active when plugged in. I just replaced the old caps with safety caps and the power cord was replaced but soldered into the same location. 

I’ve done several of the bakelite blocks with no issue until I came to #66. It’s a .03 block but it is supposed to be attached to the volume control as the schematic shows. As it stands now it’s attached to nothing but the toggle switch. The one photo shows the existing cap with the cut wire and the other photo shows the other end with a .03 cap attached to the toggle switch. I’m assuming that was to replace the .03 that is still in the bakelite block.  

Should I connect a wire from where the cut wire is and run in to bakelite block #68? There is a lug on block #68 that goes to the volume control.
