1 - 0v - correct
2 - 0v - correct
3 - 0v - --------------------- both 3 and 4 should be the same. Check L2 for being open.
4 - 12v - --------------------
5 - 0v - should be the same as 3 and 4
6 - 11.9v - has to be lower than 19 which is 10V
7 - 12v - wrong
8 - 12v - wrong, has to be 0V, check L5 primary for open
9 - 12v - same, has to be 0V
10 - 12v - wrong, has to be lower than 19, which is 10V
11 - 11.5v wrong has to be 0V. Check X8 to be shorted or reversed.
12 - 11.5v
13 - 0v
14 - 10.8v - no way in he**. Has to be 0.6V. Your X4 is likely fried. X5 might be as well.
15 - 5.4v
16 - 12v
17 - 12.2v
18 - 12.2v
19 - 12v
20 - 11.5v
21 - 11.5v
22 - 11.5v
23 - 10.83v - same as 14.
24 - 11.5v


Enough for now.

Check every transistor and every diode.
Make sure all electrolytics are replaced.
Check all inductances for continuity.
Check all capacitances, like 0.0047uF inside K4, for shorts.


PS. Are you measuring relative to GND (like C2 minus) or chassis/case (like M3 cap bottom symbol).
PPS. Is #1891 a lamp? Is this how the 0V connected to GND? Is it connected?
PPPS. You said before your point 19 WAS at 10V. Why is in this table of yours it is now 12V?
