I forgot that this may have been a Canadian built Philco, some of those came from the factory with (ironically) RCA phono jacks in the rear apron of the chassis. I'm working on a Canadian DeForest set from around 1940, built by Rogers, and it has screw terminals for a phono input, but my DeForest Crosley "Brahms" does not, someone made and absolute hack job of installing a phono jack, and rotary switch in the rear apron, which I immediately removed, it would seem that they did not own a 1/4'' drill bit so they made their holes by drilling a series of smaller holes in a circle, right through one of the paper labels by the way. I cleaned up the holes and used a pair of caps like you would use to fill knock outs in a electrical panel. Why they didn't just use one of those phono jack install kits that screw into the back of the cabinet, I have no idea, those had a shielded cable that would connect to the top end of the volume control through a slide switch.
