Hi Roy, the Isotap is just a transformer with multiple taps (voltage settings) and so has no regulator. If your line voltage runs a little high so will the output. No big deal to compensate. +1 on what Mike said, after the set is confirmed to be working with no shorts, remove the dim bulb and then do your alignment with close to full line voltage!
