Yes, you can wipe naval jelly with a damp cloth then with a dry cloth. Looks like you have some bad spots, leave the jelly on for a couple hours or more keeping the spots wet with the jelly. If you don't like the dark spot that remains treat them with a metallic rustoleum paint. Spray into a plastic cup then use a brush.
