Hi jerry,
You may be right about it being part of an antenna. i have a 1938 Philco high efficiency aerial kit in the original box. There is a part that looks similiar but not the same. Must be a coil or transformer of some kind. Good luck with your 38-116, i have a 37-116 that I'm trying to work up the nerve to work on Icon_lol
