It depends on the receiver. Some manufacturers specify a sweep alignment with a sweep generator and scope, others just use a simple peaking procedure and zero setting the discriminator output with an on frequency IF signal from a usual RF generator.
A lot depends if the IF transformers are overcoupled for wide bandwidth. Although I have a couple of sweep generators, I have usually been able to do a pretty fair job without using them for FM receiver alignment.
The generator on ebay won't work for aligning a broadcast FM receiver. It is a low frequency sweep/function generator and only goes up to 2 MHz. You need a 10.7 MHz sweep signal.
