21 - 8 uF 250V
21A - 16 uF 350V
21B - 12 uF 450V
If you're going to restuff the original can, I would use 10 uF for 21 and 21B, 22 uF for 21A. Yes, it is possible to get all three into the can...you do whatever it takes to get them in...and make sure all is well insulated.
Solid wire will not stand up to very much flexing while stranded wire is, well, more flexible. Most, if not all, of the original under-chassis wiring used solid wire. It's up to you.
