Shadow-meters and dial scales revisited

Ed(etech) and I discovered something interesting about shadow-meters. The ones used in/on the 116 sets(possibly others like the 660/665 or 680), measure out to 600 ohms, not 1200 like I commonly see posted. I assume it's due to the AVC voltage being double that of the lower sets like the 650. The p/n used on the 116s is as follows
45-2083

Also, a question for someone that knows for sure. Should the dial scale behind or in front of the upper bracket guides? These are two guides with in-dents on them. Seems it would work either way, except that when mounted on the inside of the guides, it pulls the scale in. I know the guides can be bent for proper alignment. But really, what's the skinny on this?
