OK. Your 806 E/B is wrong.
This is dictated by H807 Zener and it has to be 14V.

Bad 807
Bad R805
Bad C807/809
But first,
There is wire soldered to J808 contact. Remove it, see if 806 E/B voltage returns o 14V and 35V is restored. If yes, trace the wire, see who loads it.
