It looks like it has the typical issues with petrified grease, and rotted motor mounts. It's very likely that it was a 78 RPM only player that it hasn't even been plugged in 50 years or more.
With regards to rebuilding the Webcor cartridge, it's a waste of time and money to send it off and get it rebuilt since it isn't original to begin with. If you want to get the phonograph working get a more modern cartridge from Voice of Music or fleabay and retrofit it to fit the old BOL head, not the other way around. Then, if you should happen upon some Philco BOL parts, it will be much easier to convert it back.
