Radiorich, a dremmel tool with small grinding wheel will take care of removal of the rubber grommet. Replacing the grommet can be done using flat-rubber faucet washers from Lowes plbg dept & abit of your own creativeness!
As far as the dial-needle "lift" while turning the tuning dial knob, try "squeezing" the top-part of dial pointer together that glides across the back dial metal frame that holds the pointer in-place. Make sure the dial-string is riding on its pulleys and hasnst slipped-off the pulley(s). Also check how your dial pointer attaches to the dial-string drive cable, and isnt bent incorrectly.
