I know you can find them once in a while for $100 with an average condition cabinet and non working.
Re-capped has to add significant value to one of these due to the complexity of the chassis.
And then I have seen others that are re-capped and re-finished for ridiculous asking prices.

 The $300-$400 would be for an electrically restored set I believe (verified restored of course) , they are not rare enough to be worth that for an unrestored example, even with a decent finish on the cabinet, since someone who wants one can always wait until another unrestored 37 or 38-116 shows up for a better price. When you mention one being listed for a ridiculous asking price I gather that was from Grand Canyon Tube Radio or some similar online boutique. He has had a 37-10 and a 38-116 on there for sale for at least 16 years, both with the wrong grille cloth, incorrectly refinished, no decals, and the dial escutcheon polished, for four figures each.
