42-1011 chassis issues

I am going to first tackle that block cap that you singled out. It holds 2 of the .01 caps in it. Is it possible that those can block the B+ so that the radio will only get the filaments lighting?

I do not remember sch off hand, but if those are by the output transformer and decouple B+ they can be harmful.
Though ... your question confusing the heck out of me, you said you have hum....do you or o you not have B+?

Have you measured your voltages yet?

Do your basics first. Do not rush headlong, get methodical.

Check your tubes, check your coils, do the recap, do the recarb, check for across the power shorts, measure voltages.

Please.
